Minutes of Board Meeting on January 16, 2008, 2:00 p.m.
Oak Ridge Senior Center


Present:   Mike Bradshaw, Joyce Conner, Sandy Dean, Lou Dunlap, Marty Goolsby, Bob Henderson, Bob Keil, Charlie Kuykendall, Tom Lemons, Ken Moore, Pete Peterson, Dave Reichle, Mary Helen Rose, Joe Setaro, Dub Shults, Bob Worrell, Paula Wright.

Opening Remarks.   President Dave Reichle commented on lack of use of CORRE’s blog (Dave Mason, who manages the blog, was out of town).  He noted also that Frank Munger has encouraged us to use his blog, but not many people have.   There was discussion as to why more Board members and others don’t use the blogs more.  

Reichle mentioned that, after our Annual Meeting, local attorney Jim Scott picked up on some of our pension issues.  He works with a law firm in Atlanta that specializes in ERISA issues.   

Reichle highlighted a draft letter of support that will be sent by the Mayors of Oak Ridge, Anderson County, and Roane County to members of the Tennessee delegation and others.   Mike Bradshaw emphasized that mention of Bechtel Jacobs and Wackenhut should be made in such letters.  

Joe Setaro mentioned that the cost of living increased 4.1% in 2007, the highest rate since 1990.  He will update our charts to show what it would take to recover 75% of loss through 2007.   

New Nominating Committee.   On Reichle’s recommendation, motion passed to appoint a new Committee as follows:  Lou Dunlap, Chair; Mike Bradshaw, Joyce Conner, Bob Keil, Keith Kibbe, Charlie Kuykendall, and Paula Wright.  

Discussions with B&W Technical Services Y-12 LLC.  Bob Worrell noted that we have been working with B&W staff for several weeks urging them to get Towers Perrin to re-calculate the cost of our two requests.  Worrell and Joe Setaro met at Y-12 on December 27 with Mark Keck.  Setaro explained to Keck in detail the methodology we used in calculating cost of the 75% recovery request and to make sure Keck understands our request on the 2% option.   They left with the understanding that Keck will go back to Towers Perrin to get a price for doing the re-calculations.  If the Towers Perrin price is too high, Keck said they possibly can do the calculation in-house, using Setaro’s spread sheet.  Setaro said they did stress to Keck that the reason we were there talking with him was that Senator Alexander’s staff had talked to them, and had also gotten estimates from us.  We wanted to make sure that Keck understood exactly what CORRE’s requests are, so that they can accurately cost them.  Keck thanked Worrell for insisting on the meeting, as he now understands what CORRE is proposing.  

Treasurer’s Report.  Paula Wright highlighted her report, copies of which had been distributed.  There were 24 new Active Members in December, and balance on hand at end of December was $41,351.99, with approximately 3,080 Active Members.  She stated that Ken Moore has the books and is doing an audit for 2007.  

Communications.   Marty Goolsby stated that she has been working on an electronic newsletter, and will have a draft to Reichle on Wednesday for approval.  Reichle asked Bob Keil, Joe Setaro, and Bob Worrell to serve as a committee to also review and approve newsletters.  Setaro suggested we request that Retirement News publish an updated table showing the number of retirees and the total annual dollar value of pensions by county.   

Paula Wright stated that she has been working on a CORRE brochure, and will soon have a draft ready for review by Board members.   

Government Relations Committee.   Pete Lotts was absent due to medical appointments, and Keith Kibbe was out of town.  Dub Shults reported that he, Bob Keil, and Pete Peterson attended a meeting with the Legislative Affairs Committee of Oak Ridge City Council.  City staff went through a list of all the activities they are asking their lobbyist to do, and helping CORRE was included.  Kareem Murphy is the lobbyist contact, and Amy Fitzgerald is the contact for the City.

Reichle stated that he and Joe Setaro had been talking about what more things we need to be doing.  Bob Henderson highlighted the e-mail he had sent out earlier in the day regarding issues as he saw them.  Reichle scheduled a Strategic Planning Meeting for 1:00 p.m., Wednesday, February 13, for those Board members and Advisors who wish to attend.   

ORNL Benefits Advisory Committee.  Joe Setaro had nothing to report, since the December meeting was cancelled due to the holidays, and the January meeting also fell on a holiday, but will be rescheduled.  

Adjournment.  The meeting adjourned at 4:00 p.m.
