Minutes of Board Meeting on August 15, 2007, 2:00 p.m.
Oak Ridge Senior Center

Present:   Sandy Dean, Lou Dunlap, Marty Goolsby, Bob Keil, Bob Henderson, Charlie Kuykendall, Tom Lemons, Pete Lotts, Dave Mason, Ken Moore, Pete Peterson, Larry Pierce, Dave Reichle, Mary Helen Rose, Joe Setaro, Dub Shults, Don Wood, Bob Worrell, Paula Wright

1. Opening Remarks.  President Dave Reichle welcomed new Board members Lou Dunlap and Larry Pierce.  He reported that he has spoken to the Kingston and Harriman Rotary Club, and to other civic groups regarding the economic impact of CORRE’s requests.  In September, Reichle and Kuykendall will speak at the Oak Ridge Rotary Club.  Reichle and Bob Keil met two weeks ago with representatives of craft groups at Y-12, who had approached us in anticipation of 2008 negotiations.  At 4:30 today, Keil and Reichle will meet with Tracy Wandell, a representative of the Anderson County Commission, who chairs the Commission’s DOE Revenue Committee.

Reichle, Joe Setaro, Dave Mason, and Dub Shults will meet on August 29 with Gerald Boyd, Manager, DOE-ORO.  A meeting is scheduled for August 31 with Ted Sherry, Manager of the NNSA Y-12 Site Office.  A meeting will be scheduled with George Dials, BWXT Y-12 Manager, as soon as possible. 

2. Nominating Committee.  Bob Worrell reported that the Committee still has one more Board spot to fill.  We tried unsuccessfully to get a steel workers union nominee.  Mike Bradshaw will get a nominee from Wackenhut, hopefully in time to include the name in mailings for the Annual Meeting. 

3. Treasurer’s Report.  Paula Wright highlighted her report, copies of which had been distributed.  There were 5 new Active Members in July, and balance on hand at end of July was $39,013.54.

4. ORNL Benefits Advisory Committee.  Joe Setaro noted that the Committee meets on third Mondays, so has not met this month.  For the benefit of new Board members, he described the function of the Committee.

5. Meeting with Bechtel Jacobs Company.  Pete Peterson reported on a meeting he and Reichle had on August 13 with Paul Clay, Deputy Manager, and Kelli Schifferer, HR manager.  They talked about the DVD and urged Clay to watch at least the Executive Summary, which Schifferer said she had watched.  They were given a copy of our 2007 CORRE Position Paper.  They reported that their fund  is 95% funded after updating with new actuarial tables.  As of January 1, liabilities were $264 million and assets were right at $252 million.  They have contributed to the fund about $4 million per year for the last three years. 

6. Government Relations Committee.   Pete Lotts reported that members of the Committee have been sending various mailings to congressional staff.  Invitations to the Annual Meeting were sent, and two replies have been received.  We need to follow up to see whether staff members will attend the meeting or whether a statement will be sent as we requested in the letters of invitation.

Lotts  said that the Committee will institute blogging on our website, and Dave Mason will manage that.   Mason needs an article or two per week expressing opinions.  We need to get more activity on the part of our members. 

Charlie Kuykendall stated that he and Bob Worrell will finalize a schedule for a letter-writing workshop, so that the date can be announced at our Annual Meeting. 

7. Communications – Annual Meeting Planning.  Sandy Dean reported that the Planning Committee met on Monday.   Copies of a proposed agenda with attachments were distributed and discussed.  A postcard will be mailed early in September to our approximately 2,900 members, announcing the time and place of the meeting, with instructions how to get there.  Plans are to have two buses to shuttle members from a parking lot on S. Illinois Avenue (formerly Food City’s lot) to the Heritage Fellowship Church (about two blocks away), where the meeting will be held.

Dub Shults is producing a DVD, which includes portions of DOE’s presentation at Pellissippi State early last year.  Dave Reichle will develop his “Report to Members” based on information presented in the DVD.  We will have a dry run at our Board meeting on September 19, just one week prior to the Annual Meeting. 

8. Adjournment.  The meeting adjourned at 3:30.
