PETITION ON THE CORRECTION OF PENSION INEQUITIES OF RETIREES OF OAK RIDGE DOE PRIME CONTRACTORS* WHEREAS, while the Department of Energy and its prime contractors in Oak Ridge have continued to add liabilities to the Oak Ridge Pension Trust Fund year-by-year through salary and benefit adjustments for current workers, NO contributions have been made to the Fund by DOE since 1984; and WHEREAS, since 1984 DOE and its prime contractors in Oak Ridge have failed to consider timely and sufficient adjustments of pensions for retired workers to maintain an equitable percentage of the original value of their pensions in response to inflation; and WHEREAS, DOE has supported pension adjustments for inflation at other DOE operating sites across the country, in some cases providing annual adjustments to maintain 75 to 100 percent of the original value of pensions; and WHEREAS, sufficient funds exist now in the Oak Ridge Pension Trust Fund to support an equitable adjustment for Oak Ridge retirees as proposed by the Coalition of Oak Ridge Retired Employees (CORRE); and WHEREAS, DOE and its prime contractors in Oak Ridge have taken no action to provide equitable adjustment for pensions in response to the CORRE proposal and Congressional and community support. THEREFORE, we now resolve to: Continue to support and promote the four CORRE objectives to achieve equitable treatment for Oak Ridge retirees: Minimum pension benefits for older, long-term retirees. (We are grateful that approval of minimum pensions was announced by Rep. Wamp on 01-08-04.) An immediate pension benefit adjustment restoring 75% of the value lost due to inflation. Overall pension payout would increase an estimated 15%. Long-term commitment to restoring at least 75% of original pension value lost to inflation on a continuing basis through biannual review and adjustment of pensions. Retiree representation on prime contractor pension benefit advisory board or boards. AND, THEREFORE, we: Petition the Secretary of Energy to request and allocate funds for pension adjustments for retirees of DOE prime contractors in Oak Ridge, Tennessee, and take reasonable action to address existing inequities in the use of federal funds in providing pension benefit adjustments. Petition our members of Congress to propose legislation, if necessary, to compel DOE to address inequities and to provide funds for the objectives of CORRE. Petition the present contractors to request in their budgets adequate funds to make adjustments to meet the objectives of CORRE outlined in this petition.
