Minutes of Board Meeting

November 16, 2005

2:00 p.m.

Oak Ridge Senior Center


Present:  Mike Bradshaw, Ken Cowser, Sandy Dean, Joe Dykstra, Ben Gaylor, Harlan A. Hanna, Ben Johnson, Fred Jones, Bob Keil,  Charlie Kuykendall,  Chuck Landguth, Tom Lemons, Pete Lotts,  Dave Reichle, Mary Helen Rose, Joe Setaro, Troy Trotter, Don Wood

1. Opening Remarks.  President Dave Reichle thanked Joe Setaro, Sandy Dean, Bob Keil, Mary Helen Rose, and others who handled the annual meeting in his absence.  He stated that, from all reports, the meeting was a success.  

Reichle referred to an article in the Washington Post, regarding Medicare Part D.  The article stated that Dow Chemical Company is sharing the 28 percent rebate 50-50 with retirees.  Motion by Pete Lotts passed that a letter be sent to the Oak Ridge contractor managers requesting such a split with their retirees, and that copies of the letter be sent to DOE-ORO, NNSA, and congressional members.  Reichle will draft the letter for approval by CORRE’s executive committee.  Bob Worrell will discuss a possible split with Susan Alexander of BWXT, and Joe Setaro will discuss it at ORNL.  

2. Secretary/Treasurer’s Report.  Mary Helen Rose highlighted her Treasurer’s report for October, copies of which had been distributed to board members.  Balance as of October 31 was $44,471.88, with a total of about 2,564 Active Members.  Cost of the running the first campaign ad in four newspapers was about $4,000, with the major portion (over $3,000) being for the ad in the Knoxville News Sentinel.  Cost of the annual meeting was about $1,000 for sending out postcards, and $400 for expenses connected with use of the ORHS auditorium.  

3. Communications.  Sandy Dean reported that we had excellent coverage in area newspapers of our Annual Meeting, and people are continuing to write letters.  We had no TV coverage.  The next issue of Retirement News will be for November-December, but she doesn’t know just when it will be issued.  An article has been accepted for CORRE Corner.  Sandy reminded board members that any letters in which they talk about CORRE (or sent on behalf of CORRE) should be approved by the CORRE Executive Committee.  

4. Annual Meeting.  Sandy displayed photos she took at the meeting.  She mentioned again that newspaper coverage was strong.  Setaro noted that the parking situation was much better this year than last, due to the fact that the school was closed that day.   Reichle stated that he was disappointed that DOE-ORO and contractors did not send representatives.  Susan Alexander of BWXT Y-12 was the only one in attendance.  Chuck Landguth stated that he felt we could have provided more things for the 900 retirees in attendance to do, such as having postcards or form letters available.  

5. Legislative Committee.   Pete Lotts stated that the Committee wants to go ahead with the second campaign ad.  He asked Ken Cowser and Dean Eyman to take a look at additional items we could use that have more emotional content.  We need to do everything in our power to raise awareness.  Motion by Lotts passed that we go ahead with the second ad.  Eyman, Sandy Dean, and Mary Helen Rose should work on the ad for approval by Executive Committee and then by the Board.  

On letter writing, Lotts expressed appreciation that Al Brooks is putting together a data base for e-mailing.  

Dave Reichle is working with Senator Frists’ office to get a meeting set up with Senators Frist and Alexander and their staffs in Washington early in January.  Joe Setaro will work with the offices of Congressman Davis, Duncan, and Wamp to try to set up meetings with House staff in Washington at the same time.  Reichle is working with Beth Hickman of Congressman Davis’ office on his response to the letter he received from DOE that included some inaccuracies.  

Lotts raised the question, what are we now requesting legislators to do.  He said we want them to ask and encourage the contractors to make a proposal for a change in benefits that we have proposed, and for them to work with DOE to make DOE receptive to that proposal.   

6. ORNL Benefits Advisory Committee.  Joe Setaro stated that the committee will meet Monday, and he will bring up the issue of a split of the 28 percent from Medicare Part D.   

7. Adjournment.  The meeting adjourned at 3:35 p.m.
