Minutes of Board Meeting

October 19, 2005

Oak Ridge Senior Center


Present:  Mike Bradshaw, Ken Cowser, Sandy Dean, Joe Dykstra, Dean Eyman, Ben Gaylor, Bob Keil,  Marigrace Kirstowsky, Charlie Kuykendall,  Pete Lotts,  Mary Helen Rose, Joe Setaro, Fred Shull, Troy Trotter, Don Wood, Bob Worrell

1. Opening Remarks.  First Vice President Joe Setaro presided, since Dave Reichle was out of town.   He stated that the separation of benefits programs at ORNL from those of BWXT is proceeding, and they are hoping now to meet an April 1 deadline.  Split of the pension plan is uncertain at this point.  

Setaro said there is a health benefit open enrollment underway for active employees.  A similar open enrollment for retirees under 65 is planned.

More meetings with retirees are planned in November concerning Medicare.  Setaro emphasized that we (as CORRE representatives) should not make recommendations on Medicare Part D.

2. Secretary/Treasurer’s Report.  Mary Helen Rose highlighted her Treasurer’s report for September, copies of which had been distributed to board members.  Balance as of September 30 was $47,516.12, with a total of about 2,517 Active Members.

3. Meeting at ORNL with Jim Roberto.  Charlie Kuykendall reported that he and Dave Reichle had a very congenial meeting with Deputy Director Jim Roberto at ORNL on September 22.  Roberto indicated that the proposed split between BWXT and UT-Battelle pension funds was stalled.  Kuykendall made a presentation illustrating how the principle of fairness made extending the 2% flat-rate spousal option to retirees the “right thing to do.”  Reichle explained to Roberto that a pension adjustment using the surplus in the Pension Fund was not an entitlement, since it required no new funds.  

4. Meeting at BWXT.  Bob Worrell reported on a meeting he and Charlie Kuykendall had at Y-12 with Susan Alexander and Steve Smith on October 13.  He said they covered issues with them as best they could, and that Kuykendall made a good presentation on the 2% spousal reduction option.  They are in the process of drafting a response from DOE Secretary Bodman to CORRE’s 2005 Position Paper (as requested by DOE-ORO).   There is no word as to whether retirees will benefit from the Medicare Part D subsidy.  A dental (and vision) plan may be implemented by April 1, with a $32/month premium anticipated, but implementation will require some minimum enrollment number.  

5. Communications.  Sandy Dean stated that we are having a media blitz.  Copies of an October 19 News-Sentinel article by Frank Munger were distributed to board members.  Our ads will be appearing this weekend in four local newspapers.  Sandy is submitting an article for BWXT Y-12 Retiree News, which may be issued early next time.  Dean Eyman is to contact area TV stations regarding our Annual Meeting on October 28. 

6. Legislative Committee.   Pete Lotts reported that the Committee is still waiting on responses to invitations to Congressmen and Staff for the Annual Meeting.  We need to follow up on a meeting with Senator Frist (based on conversations Reichle had with him when he visited Kingston), and we will engage other offices in trying to set up some meetings in Washington.  Dean Eyman was asked to arrange a time for Bill Bibb (former DOE-ORO official) to meet with the Committee.  

7. Nominating Committee.  Bob Worrell stated that Pete Peterson accepted the nomination, so we now have a full slate of 22 candidates.

8. Adjournment.  The meeting adjourned at 2:50 p.m., to be followed by a dry run for the annual meeting, which ended about 4:00.
