Minutes of Board Meeting on September 15, 2004, 2:00 p.m.

Oak Ridge Senior Center

Present: Ken Cowser, Sandy Dean, Joe Dykstra, John Gray, Ben Johnson, Bob Keil, Charlie Kuykendall, Marigrace Kirstowsky, Pete Lotts, Dave Reichle, Mary Helen Rose, Joe Setaro, Troy Trotter, Don Wood, Bob Worrell

Peggy Meier, a volunteer with Legal Services, came to the meeting to clarify issues regarding the Medicare Drug Treatment plan. She said there is an assistance plan available for those persons who do not have insurance covering their medications. Single persons with income less than $16,200 and couples with income less than $27,000 are eligible. A person could get a benefit of $600 for 2004 and the same for 2005, but would need to apply almost immediately for the benefit in 2004. Assistance is available by calling Legal Services (Lenny Croce, Head) at 483-8454.

Opening Remarks. President Dave Reichle deferred any remarks until his reports later in the agenda.

Secretary & Treasurer’s Report. Mary Helen Rose highlighted her Treasurer’s report, copies of which had been distributed to board members. Balance on hand August 31, 2004, was $45,770.30, with a total of about 2,228 Active Members. She reported that she has rented a post office box for CORRE, as she felt that a gradual changeover should be made, considering that she eventually will not be on the board. (CORRE has been using her home address since it was organized). The new address should be P. O. Box 4266, Oak Ridge, TN 37831-4266.

Meeting with Bill Brumley, NNSA. Dave Reichle reported that he and Bob Worrell met with Bill Brumley, Head of NNSA’s Y-12 Site, on August 27. Sam Dash was also present. Brumley was very courteous and attentive to their presentation, but did not make any commitments. He pointed out that they were in the third year of a five-year budget cycle. Reichle emphasized that no new money is required for CORRE’s present requests.

Meeting with BWXT Y-12. Dave Reichle, Charlie Kuykendall, and Bob Worrell met on September 13 with Dennis Ruddy, Steve Smith, and Norm Sparks and presented the CORRE issues. Sparks stated that the pension fund balance as of last Friday was $2,660 million. Ruddy ended the meeting by saying, "We will take CORRE’s request under advisement and see what we can do. I can speak for Jeff Wadsworth and myself when I say we do not want to see retirees disadvantaged in retirement."

ORNL Benefits Advisory Committee. Joe Setaro noted an article in the ORNL News which listed members of the committee and showed him as a representative of CORRE. He said the BenVal report will be presented to the group. Other people from Human Resources and Benefits Office at X-10 will be present.

Website. John Gray said the site is up to date, with the exception of a couple of items he received today.

Legislative Committee. Pete Lotts reported that we have resolutions of support from Roane County Commission, Knox County Commission, Farragut Board of Mayor and Alderman, and the Tennessee General Assembly. We are working on getting resolutions from the Cities of Knoxville, Oak Ridge, and Clinton, and from Anderson County. We will ask Linda Ponce of Rep. Wamp’s office to set up a meeting with all contractor heads and DOE-ORO, and we need to consider what presentation we will make at such a meeting. Lotts says he has tried to get responses from Senators Alexander and Frist’s D. C. offices. He will ask for appointments for CORRE representatives to meet with the senators in Washington. He suggested that CORRE board members write letters to editors thanking them for news coverage they have given us.

Communications. Sandy Dean noted that she has issued one press release which was caried in The Oak Ridger and in the Anderson-Blout County section of the News Sentinel. She displayed copies of draft news releases. Another one will go out tomorrow mentioning the resolutions we have to date. She will be in contact with TV stations regarding our annual meeting. Dave Reichle distributed copies of a proposed rather large ad which he had drafted. Motion passed to approve running the ad in The Oak Ridger at the appropriate time, subject to Joe Setaro’s approval in Reichle’s absence. A smaller ad calling attention to the annual meeting will also be run in The Oak Ridger.

CORRE Newsletter. Mary Helen Rose distributed draft copies of a CORRE Newsletter to be sent to all Active Members about October 1. She stated that Jean Keil put the newsletter in Publisher format, and board members were very favorably impressed and expressed appreciation. We will hand out copies of the Newsletter at the annual meeting, and the consensus was that we should get about 4,000 copies for mailing and further distribution. The Emory Valley Sheltered Workshop will handle folding, labeling, and mailing. Estimated cost of the whole process is about $1,500 or more. Thanks to Tom Lemons for furnishing mailing labels from his database.

Annual Meeting/Rally Plans. Bob Keil displayed copies of the wording/format of a banner he will order for the rally, and board members selected one version as excellent. As to speakers for the rally, he stated that we expect Tom Beehan, Vice-Mayor of Oak Ridge; State Representative Jim Hackworth; Carl Scarbrough, ATLC head; and Ricky Gallaher, PACE union head. Lotts will invite U. S. senators and representatives or members of their staff to attend and speak briefly.

Don Wood stated that ORHS has requested that we provide $1 million in liability insurance for our use of the auditorium on October 20, and that we sign a "Hold Harmless" agreement. We have estimates on the cost, ranging from $350 to possibly $600 or more. Motion passed to authorize spending up to $800 for the insurance, if necessary. Mary Helen expects more bids, and will get insurance which will satisfy the requirements of ORHS at the lowest possible cost (probably $350). She will obtain the insurance and will sign the agreement as CORRE Secretary/Treasurer.

Sandy Dean scheduled a "dry run" which was later changed to Monday, October 18, 2:00 p.m., at the ORNL Federal Credit Union board room. Speakers/participants should be prepared to give their talks at that time. All board members are invited to attend the dry run.

11. Adjournment. The meeting adjourned at 5:00 p.m.
