Minutes of Board Meeting on February 21, 2007, 2:00 p.m.
Oak Ridge Senior Center

Present:   Mike Bradshaw, Bob Keil, Judy Kibbe, Keith Kibbe, Charlie Kuykendall, Tom Lemons, Pete Lotts, Ed Mee, Ken Moore, Fred Postma, Dave Reichle, Mary Helen Rose, Joe Setaro, Fred Shull, Don Wood, Bob Worrell, Paula Wright

1. Opening Remarks.  President Dave Reichle reported that Joe Dykstra as in NHC-Farragut (it was late learned that Joe is still in UT hospital and may be moved to Briarcliff when he is able).  Pete Peterson is home recovering from back surgery.  Harriett Westmoreland has recovered from surgery and on a cruise. 

Our Annual Meeting has been scheduled for Wednesday, September 26, 2:00 p.m., at Heritage Fellowship (a large church at northwest corner of Oak Ridge Turnpike and Illinois Avenue, next to Robertsville Middle School).  The building can accommodate up to 1,000 people, with adequate parking space available.  Cost to CORRE will be $250. 

2. Audit Report – Treasurer’s Books.  Ken Moore highlighted his report, copies of which had been distributed to Board members. 

3. Treasurer’s Report.  Paula Wright referred to her report, copy of which had been distributed.  She stated that her records agree that the balance on hand when she assumed the Treasurer’s job on January 1, 2007, was $39,761.63, as shown in Moore’s audit report. 

4. Communications.  Sandy Dean was absent, but sent word that she has submitted two articles to Retiree News for CORRE Corner. 

5. ORNL Benefits Advisory Committee.   Fred Shull reported that ORNL is looking at setting up a new employee category to confer more benefits to part-time employees, but this will have no impact on the Pension fund.  Pension fund earnings last year were reported to be 11.6%. 

6. Legislative Committee.   Pete Lotts reported that we are still working on getting the attention of our two senators, but have not had much progress in the past month.  Through Dave Reichle, a meeting has been arranged with Congressman Wamp on March 2.  Since Reichle will be out of town at that time, Charlie Kuykendall, Bob Keil, and Fred Shull will attend the meeting, with Kuykendall leading the CORRE input.  Lotts has received no reply to his letter to Ingrid Kolb, DOE-HQ. 

7. Status of DVD.   Keith Kibbe reported that the project has been delayed for two to four weeks. Data we used regarding cost of our request for adjustments were discovered to be inaccurate.  Kibbe, Joe Setaro, Bob Worrell, Bill Wilcox, and others have been working to come up with correct figures, so that production of the DVD can proceed to completion.

8. Pension Protection Act (PPA) Questions.  In the process of developing the DVD, it was decided that CORRE needs to get an expert to answer questions on PPA.  By e-mail votes a few days ago, the CORRE Executive Committee authorized spending up to $1,000 for that expert help.  On February 15, Dave Reichle, Keith Kibbe, Fred Shull, Bob Worrell, and Don Wood met with Attorney Bill Mason at his office in Knoxville.  Questions to be answered:
  • What is the effect of the new law with regard to the new discount rate that will have to be used?  Will it affect the cost of liabilities, thereby lowering the Pension Trust fund surplus?
  • What is going to be the effect of the new mortality tables that employers will be required to use to reflect the new life span figures?
  • If employers establish a defined contribution plan and the employer lets employees transition to the new plan, how many assets can someone take with them to the new plan?
We will look for good solid benchmark numbers.  Bill Mason will research this then meet with us again.  His fee is $285/hour. 

9. Nominating Committee.   Members of the Committee are Mike Bradshaw, Bob Keil, Charlie Kuykendall, Mary Helen Rose, Troy Trotter, Don Wood, and Bob Worrell (Chairman).  Worrell asked Board members to be thinking, and to send him names of persons they would like to nominate. 

10. Adjournment.  The meeting adjourned at 3:50 p.m.
