Minutes of Board Meeting on September 20, 2006, 2:00 p.m.
Oak Ridge Senior Center

Present:   Joe Dykstra, Bob Henderson, Bob Keil, Tom Lemons, Pete Lotts, Tom Moser, Pete Peterson, Mary Helen Rose, Joe Setaro, Fred Shull, Troy Trotter, Harriett Westmoreland, Don Wood, Bob Worrell, Paula Wright

1. Opening Remarks.  Vice-President Bob Keil stated that we are sad today to learn of Board member Fred Jones’ death yesterday.  He also noted that former Board member Ben Gaylor died last week.  He mentioned that he and Joe Setaro left last month’s Board meeting early to attend a ribbon-cutting ceremony held for a new mobile unit for CT scans, which has been placed at the ATLC building.   He said the event was well attended by local DOE officials, as well as by Congressman Wamp and his Chief of Staff Helen Hardin; Beth Hickman of Congressman Davis’ staff;  and by State Representative Jim Hackworth. 

2. Secretary/Treasurer’s Report.  Mary Helen Rose highlighted her Treasurer’s report for August, copies of which had been distributed to Board members.  Balance as of August 31, 2006, was $40,226.98 with a total of about 2,744 Active Members.  

3. Communications.  Sandy Dean was absent but had sent word that there is nothing to report. 

4. ORNL Benefits Advisory Committee.  Fred Shull reported that he missed some meetings while he was away on vacation, but attended a meeting last week.  He said that the meetings have mostly been concerned with benefits for Active Employees, such as Voluntary Benefits, a Wellness Program, Open Enrollment in MetLife, the 401(k) Program (89% at ORNL participating), and Vision Care (no change for retirees). 

The Pension Protection Act (PPA) of 2006 (Actives and Retirees) was signed into law August 17, 2006.  Guidelines will be issued by IRS, and for MEPP and Wackenhut, this bill will likely increase liability (reduce surplus) due to new mortality tables, changes in interest rates used for projections, and other provisions. 

Shull has made a request for the distribution of retirees and surviving spouses, but has not yet received a report. 

5. Legislative Committee.   Pete Lotts reported that work on various contacts continues.  We still have a real problem getting any discussion with Senate candidate Bob Corker, and have made a request to Wamp’s office to help us arrange a meeting with Corker.  Joe Setaro will be requesting a meeting with Congressman Wamp. 

We have received a request from Congressman Ford’s (senate candidate) chief of staff for advice about a written statement, and Lotts provided that information but has not heard from them.  Congressman Ford also said he would sign on to the pension bill, but hasn’t done so as yet.  Bob Keil will inquire about these matters when he is at a meeting next week.

We have requested Patrick Jaynes to arrange for us to meet with Senator Alexander, and hopefully that will happen soon.  Lotts said we are holding up on any additional initiatives until after the first of the year.  In the meantime, we need to continue cards and letters to keep the issue alive. 

A motion by Lotts passed that we write a letter of protest, if the 28% Medicare subsidy is not shared with retirees. 

Bob Henderson talked about CORRE bumper stickers and displayed a draft.  Motion passed to approve spending approximately $500 for 2,500 bumper stickers, with the final wording to be approved by CORRE’s Executive Committee.  Lotts said he will ask Board members and Advisors to help with distribution of the stickers.

6. Adjournment.  The meeting adjourned at 2:50 p.m.
