Minutes of Board Meeting on August 16, 2006, 2:00 p.m.

Present:   Mike Bradshaw, Sandy Dean, Joe Dykstra, Bob Henderson, Bob Keil, Charlie Kuykendall, Tom Lemons, Pete Lotts, Ken Moore, Pete Peterson, Dave Reichle, Mary Helen Rose, Joe Setaro, Harriett Westmoreland, Don Wood, Bob Worrell, Paula Wright

1. Opening Remarks.  President Dave Reichle began by briefly reviewing our July 19 Annual Meeting.  He said we had an excellent turnout and good coverage in news media.  He noted that Mary Helen Rose has written a letter to the mall management to make them aware of how failure of their PA system severely disrupted our meeting, and to ask for a refund of a portion of the fee that CORRE paid for the meeting room.  There was discussion of possible meeting places for our 2007 Annual Meeting.  Seating capacity and availability of a couple of churches (Central Baptist and Faith Promise) will be investigated.  

Reichle introduced Paula Wright, who has agreed to serve as an Advisor and assist Mary Helen with Secretary/Treasurer duties.  Motion passed unanimously to approve Paula’s appointment. 

Reichle said he will be out of town for the September and October Board meetings.  Bob Keil has agreed to chair the meetings, and Joe Setaro will provide operations backup and help where needed.  

2. Secretary/Treasurer’s Report.  Mary Helen Rose highlighted her Treasurer’s report for June-July, copies of which had been distributed to board members.  Balance as of July 31, 2006, was $39,440.04, with a total of about 2,705 Active Members.   

3. Communications.  Sandy Dean noted, as did Dave Reichle, that we had excellent media coverage of the Annual Meeting.  She said that publication of Retirement News was delayed for sometime, but an issue has now been received.  She said the editors were kind enough to check with her to see if we had updates, and they printed everything we submitted.  

4. ORNL Benefits Advisory Committee.  No report, as Fred Shull was still away on vacation.  

5. Legislative Committee.   Pete Lotts stated that we need to keep calls and letters going, in order to maintain a level of communication with legislators and everyone involved.  He said the Committee recently met with Congressman Ford, who had sought information prior to the meeting and was familiar with our issues.  There are a couple of pension-issue bills pending, and Congressman Ford will sign on to the House bill.  We need to work further to get a statement from him for our website.  Lotts asked that Board members look for opportunities to interface with senate candidate Bob Corker.   

Lotts said we will send a letter to members of the Tennessee congressional delegation to ask them to take a position on the two bills that have to do with equitable treatment of retirees.  He said we are going to make a further attempt to contact staff members of the Congressional committees/subcommittees by telephone. 

Lotts stated that he wants CORRE to send a letter regarding a possible split of the 28% Medicare subsidy.  Ken Moore reported that he has contacted BWXT’s Mark Keck to determine whether or not the company is still sharing the cost of the health-care plans on a 50/50 basis with the retirees, as has been done in the past.  Bob Worrell will also talk to Keck about the matter when he meets with him again.  

6. Strategic Planning.   Reichle stated that he will re-submit to DOE-HQ our proposed revisions to DOE Notice 351.1 and also our list of questions to DOE.   He said we are starting to get some good response from Congressman Wamp, and that Congressmen Davis and Duncan are positive.  Congressman (senate candidate) Ford seems positive, and we are hoping to get through to candidate Bob Corker.  He said that Senator Alexander is the key, and that the Legislative Committee is trying to get his attention.  The Secretary of Energy is our main obstacle to a pension adjustment.  

Reichle said our main strategy in the coming months is to keep communications going with our legislators on all fronts, to engage DOE staff, and keep up contacts with Contractors.  We need to increase our membership and get members more actively engaged.  We need to keep up public awareness.  Reichle mentioned that he will be speaking in November at a League of Women Voters meeting, and that a Clinton radio station is offering to help publicize our issues on a talk show.  Picketing was again mentioned as a possible future option.  Charlie Kuykendall and Bob Worrell agreed to head a committee to plan CORRE workshops to energize the membership for letter-writing campaigns and other actions.  

7. Adjournment.  The meeting adjourned at 4:05 p.m.
