Minutes of Board Meeting on March 15, 2006, 2:00 p.m.
Oak Ridge Senior Center


Present:   Mike Bradshaw, Sandy Dean, Joe Dykstra, Bob Henderson, Bob Keil, Fred Jones, Pete Lotts, Ken Moore, Pete Peterson, Teresa Riggs, Mary Helen Rose, Joe Setaro, Fred Shull, Troy Trotter, Don Wood, Bob Worrell.

1. Opening Remarks.  First Vice President Joe Setaro presided at the meeting in the absence of Dave Reichle, who was out of town.  Setaro said Reichle will be back next weekend, and we will discuss whether we should meet again with Gerald Boyd, DOE-ORO, after Reichle is in touch with Helen Hardin of Congressman Wamp’s office.

2. Secretary/Treasurer’s Report.  Mary Helen Rose highlighted her Treasurer’s report for February, copies of which had been distributed to board members.  Balance as of February 28, 2006, was $40,144.04, with a total of about 2,639 Active Members.  

3. Audit of Treasurer’s Records.  Ken Moore highlighted his audit report, copies of which had been distributed.  His report included an analysis of categories of expenditures for the year, reflecting how much was spent on ads, postage, etc.  He felt that all expenditures conformed to IRS requirements for 501(a) organizations.

4. Communications.   Sandy Dean reported that she has prepared a submission for CORRE Corner in Retirement News.  She did not have enough information to include a section on CORRE workshops, which she proposed calling “Let’s Talk – Informal Discussions.”  Charlie Kuykendall is to coordinate the workshops, but was absent due to dental surgery.  Pete Lotts felt that we should try to schedule such discussions at a fixed time on a monthly basis.

5. ORNL Benefits Advisory Committee.  Joe Setaro reported that the last meeting of the committee was taken up by AFLAC regarding additional insurance for active employees but not open to retirees. 

The split of benefit plans between BWXT and UT/Battelle is presently on hold.

Setaro brought up the subject of the dental/vision plan for retirees.  He noted that retirees have received letters announcing the plan, and that rates will be $30.12 per month for one person or $59.10 per couple.  There will be information sessions about the program in the Oak Ridge Mall on March 21 and 22.  Setaro asked that Board members encourage retirees to attend one of these meetings.  Retirees must sign up for the plan by March 31. 

6. Legislative Committee.   Lotts stated that the Committee is primarily in a waiting position.  The quarterly time to meet with Congressman Wamp is upon us, and Dave Reichle will contact Helen Hardin next week.   Bob Keil reported that Representative Ford has received a constituent inquiry about pension benefits at Oak Ridge.   Charlie Kuykendall needs to get in touch with Ford’s key staffer in Washington and try to educate them on our issues, since Ford is a candidate for the Senate.   Fred Jones and Pete Peterson are going to be contacting Republican Senate candidates and get them to take a position on our cause. 

Lotts said the Committee is trying to determine how to get Senator Alexander involved.   Lotts also said we would like to get two or more members of the Congressional delegation involved in a town-hall type meeting that would allow input from retirees. 

Setaro forwarded copies of the Savannah River Retiree Association’s Newsletter to Duncan’s and Wamp’s staff.  This Newsletter included copies of letters to Secretary Bodman from South Carolina and Georgia Representatives and Senators, along with a letter from the Governor of South Carolina.  Duncan’s staffer was aware of these, and informed Setaro that similar action is being taken by Los Alamos’ retirees.  CORRE needs to continue to establish communications with other DOE Retiree Associations.

7. Review and Approval of 2006 Position Paper.   Copies of the latest draft of the paper were distributed and discussed.  Some minor changes were suggested and agreed upon, mainly having to do with addition of references to Bechtel Jacobs and Wackenhut in some places.  Troy Trotter suggested that we add a goal of revisiting the minimum pension issue, since retirees with less than 20 years of service got nothing in 2004.  However, the consensus was not to bring that up again at this time, but push for the ad hoc increase for everyone, which, if approved, might bring most retirees to the minimums.

Setaro asked Mary Helen Rose to make the suggested additions, and Pete Lotts will draft a paragraph to be inserted under “Goals for Future Actions.”  The revised draft will be sent to Dave Reichle for his review and approval, and then forwarded by him to Board members for approval by e-mail vote. 

8. Adjournment.  The meeting adjourned at 3:40 p.m.
