Minutes of Board Meeting on January 18, 2006

Present:  Mike Bradshaw, Sandy Dean, Joe Dykstra, Dean Eyman, Ben Gaylor, Fred Jones, Bob Keil, Charlie Kuykendall, Tom Lemons, Pete Lotts, Ed Mee, Dave Reichle, Joe Setaro, Fred Shull, Troy Trotter, Harriett Westmoreland, Don Wood, Bob Worrell.

1.  Opening Remarks.  President Dave Reichle commented on Frank Munger’s January 16, 2006 article “OR retirees push for pension increase.”    WBIR-TV gave coverage on their news broadcast.  WBIR made contact with BWXT, and their response was that they had given their comments to CORRE through proper channels.  Reichle stated that DOE’s letters evaded our questions.  He obtained approval from the Executive Committee for an additional $1,000 to cover future ad expense.

Dave Reichle has sent a response to NNSA’s letter.  Courtesy copies were sent to members of our congressional delegation, as well as to contractor managers.

Reichle commented that Al Brooks is working independently of CORRE to develop an e-mail list of retirees.

The Executive Committee asked President Reichle to consider appointing Bob Henderson as a CORRE Advisor.  Motion passed to approve adding Henderson to our list of Advisors.

Don Woods expressed the need to “revitalize” the Advisors with a special meeting to bring them up to speed.

Dave Reichle received a letter (12-23-05) from Donald Erbschloe, Acting Operating Officer, Office of Science, DOE Washington.  Erbschloe’s response (on the ORNL portion of the pension fund) to CORRE came at the request of Rep. John J. Duncan, Jr.  Erbschloe referenced W. J. Brumley’s letter (11-14-05) to CORRE.    Content of the letter provided their views on the impact CORRE’s request would have on the pension plan.  Our response stated we now have firm figures for the 2% Spousal Option adjustment which would be $51M, which is less than 10% of the surplus, and it would be earned back in less than a year from interest on pension fund investments. 

2.  Secretary/Treasurer’s Report.   Reichle stated that Mary Helen Rose was absent today due to her husband’s having brain surgery at noon and would come later if all was well.  He highlighted the Treasurer’s report for December 31, 2005.  We had 13 new members bringing our membership to ~2,600.   Reichle urged us to continue efforts to boost membership.  He stated that we need to identify someone to audit our records due to the death of Ben Johnson who served in that capacity.   Pete Lotts asked that someone be made responsible for Membership, and as part of their responsibility they would conduct activities throughout the area to get new members and activate the ones we have.

3.  Communications.  Sandy Dean mentioned Frank Munger’s January 16 article, “OR retirees push for pension increases.”  There was discussion among Board members.  A second ad, CORRE Sets the Record Straight on OR Pension Issues, is set to run this week in The Oak Ridger, Oak Ridge Observer, and Knoxville News Sentinel.  The News Sentinel ad will run in the January 22 Sunday issue.  BWXT Y-12 Retirement News continues to include our CORRE Corner.  The last issue was in late December.  An electronic copy provided to us was transmitted to Fred Postma for our website.

4.  Benefits Advisory Board.   Joe Setaro stated the ORNL Benefits Advisory Board meeting was rescheduled to January 30 due to the Martin Luther King holiday.  Bureau of Labor shows inflation was 3.4% for all of 2005; tables made up in 2005 for returns will be redone to reflect the loss of buying power in 2005.

5.  Legislative Committee.  Pete Lotts stated that each of us should do our part in a letter writing campaign to make an impact from our second CORRE ad. Meetings, primarily with Senators, are targeted for February.  Lotts said plans are underway to meet with Rep. Wamp.  When meetings are arranged to meet with senators and NNSA staffs, Reichle and Setaro will go to Washington to present a CORRE briefing.

6.  Strategic Planning.  Charlie Kuykendall led the group in developing a strategic plan for 2006.  Our objectives have not changed from last year.  Future meetings will focus on specific tactics.  Our critical goals also remain the same.  One focus should be to “simplify” in four or five charts the “misinformation” that exists in DOE/ Contractor and NNSA communications and provide correct data.  Fred Jones will develop viewgraphs, working with data provided by Pete Lotts.

Joe Setaro commented that Savannah River retirees hold their annual meeting in the summer at a time when Congress is not in session. Should we decide to change the timeframe for our Annual Meeting, the Oak Ridge High School Auditorium will be available during the summer.  Don Woods suggested that we have a public meeting.  Reichle stated that, should we have a rally this summer, we need to select a chairperson to handle it.  Whether our annual meeting will be incorporated with a rally or a public meeting, we need to affirm the main speaker and then go forward.

Reichle scheduled a second Strategic Planning review session for the Executive Board for Thursday, January 26, 1 p.m., OR Senior Center.  Charlie Kuykendall will facilitate the meeting on critical goals and how to achieve them.

7. Information Technology Suits.  Don Woods briefed the group on a class action suit filed by 182 former Lockheed Martin employees against Lockheed Martin and SAIC.  Woods gave details of the suit.

8.  Adjournment.  The meeting adjourned at 4:20 p.m.
