Dear Mr. Ruddy:

CORRE’s Requests for 2% Flat-Rate Surviving Spouse Reduction for Retirees
 and Ad Hoc Adjustment for All Retirees

I wrote a follow-up letter to you on February 5, seeking a response to issues raised in my previous letter to you of July 29, 2004, on the subject issues.  In response to my letter to you, Mr. Steven W. Smith responded February 15 on your behalf, saying that he believed a response was provided at a meeting held on October 8, 2004.  Since no written summary of that meeting was distributed, each participating party is left to his own notes. 

CORRE seeks a clarification of each party’s intentions, so that there are no misunderstandings.   CORRE’s records show that Mr. Gerald Boyd, Manager, DOE-OR, said he would check on this at DOE Headquarters and get back to the Contractors.  The Contractor managers commented in personal conversations that they would work with CORRE on this issue.  Mr. Smith’s answer is totally inadequate and dismissive of the whole issue.  

CORRE has not yet sought a follow-up response from ORO, since we believe that the responsibility for this initiative normally should begin with the Contractors.  CORRE is particularly concerned that no action appears to have been taken on extending the 2% rate spousal option to retirees.  This is the first time in the history of the Pension Trust Fund that benefits have been enhanced for active employees without any improvement in retiree benefits. 

We look forward to continuing a good relationship with the DOE Contractors and DOE in our efforts on behalf of fair treatment of Oak Ridge retirees.  We request that pension benefit improvements be extended to retirees. Would you please provide us with your response?
